    I got the same prompt.  "Press 1 to lower your interest rate, and 2 to be removed".  When I talked to the representative the call quality was distorted and I could hear bits and pieces of what she was saying, but the jist of it was that she wanted to lower my interest rate on my Visa. I "qualified" if I had at least $3500 of a balances across all Visas.  She asked if I had my card in front of me and wanted my expiration, and CSV on the back (YEAH RIGHT!!!...LIKE I'M GOING TO GIVE YOU THAT INFO!!!!).  When I asked what company she was calling from again she never answered with a name.  She kept professing they were a company trying to lower my interest rate and it had to be done while her computer was open and within one minute.  I asked for a number where I could call the company back.  I kept telling her that I couldn't hear all of what she was saying because of the bad quality of the connection, but she insisted that I could hear all I needed to hear. HAHA! She started getting snippy when I kept asking for the number.  I repeatedly asked for a number because I knew it sounded sketchy! The more I asked, the more she repeated "Ma'am, we are a company trying to lower your interest rate on your Visa or Mastercard and we do it for customers of Bank of America and many other banks". What I took from her line of questioning to get my information was: We want to confirm that you have viable credit cards, and get all of the info for at least one of them, and confirm that someone out there is willing to give you at least $3500 worth of credit, and if that's the case you probably have just enough credit free on one that card for us to fraudulently charge something, and we'll screw up your credit 2 months from now when you've forgotten all about this call!  DO NOT GIVE ANY OF YOUR INFORMATION TO THIS COMPANY!

One of the protections included in the act is a limit on interest rates charged on debts incurred before military service. The creditor is limited to charging 6 percent interest

    These people called my work phone and when I asked how they got this number they hung up.  They first say they represent Visa and MasterCard, when I asked for what company, they listed Citibank, BofA, Capital One, Chase.  I knew it was a scam from the first offer to lower my interest rates since first I don't have my work number listed on any of my cards, and second he didn't know who or where he had called, then I asked how they got this number and he hung up.  I think it's a machine that random calls the number.  Don't give them any information, just say you are reporting the call and hang up.

    There is no way to get these people to stop.  No matter how many times I deal with this same outfit, tell them I'm on to them, ask to be removed from the call list, remind them I am on the do not call, they just keep calling.  I've even screamed into the phone and used foul language.  They call from all kinds of different numbers.  I can't believe they keep calling even though I'm not going to fall for it.  There is no point to all these calls...  So they must want to harrass me!!!???  I don't get it.

    Just got another call from this number and I just ignore it.  Guess we'll never be able to stop these kinds of calls.  Just remember the number and keep ignoring it.

    Unfortunately this will probably not work.  They most likely are using a Caller ID spoofing service and are located outside the US and thus not subject to prosecution.  I sometimes get these calls from my local exchange and when I call the number back it is "Not In Service".  That could also just be a fake recording to deflect complaints.  If I am in the mood I sometimes hit "1" then act  ecited that they called again to lower my rates even more than the did last week.  Doesn't seem to stop the calls but their confusion is good for a laugh or two.

    Is there a way to report these people? I got a call at 3am, listened to the whole message and was able to talk to a person.....IN INDIA! Any way I told her that it was 3am take my name off the list and she said OK and hung up. When I called the number back in the morning it gave me the option to have my number removed, I hope it worked because I hate being woken up

    You know what I do with these calls?  I add them as a contact in my cell phone as "Do Not Answer"  I am up to three "Do Not Answer" Contacts..........

    this is not a telemarketing firm. i work at a telemarketing firm. NOTHING IS LEGIT ABOUT THIS. first off we get calls for my grandma. she doesnt even have credit cards. ive answered twice now and talked to them first off card services could be anyone but when it shows up at unknown thats not right. second off i asked how they got this number. they didnt have a good answer for that. i asked about a number for any questions. they are required to TCPA even after a customer hangs up. after you mention who you are "card services" you have to give them a number to reach for questions generally at the end of the call If you have any questions pleaase call yada yada yada thank you for your time have a great day! but no as soon as i said well the thing is i dont have a credit card i got hung up on. now. there is nothing we really can do unless we stay on the line and track the call. but i would first ask for a name and number and then if they cant help with that freak out on them scare them. let them know we know what they are doing. and hell even tell them you are trackin the call or you already have. its all we can really do.

    This number called me to lower my credit card debt acting like they were from my credit card company.  As I do not have a credit card  I knew the call was bogus.   I do not appreciate sales calls on my cell phone nor banks pimping their credit cards.

    DAMN, THESE FOLKS HAVE BEEN BUSY THE PAST 2 MONTHS!  LOOK AT ALL THESE CALLS ABOVE.

    I JUST GOT THEIR CALL AND PRESSED 1 TO SPEAK TO A LIVE PERSON - JUST TO EFF WITH THEM - WHICH I DID.  NOW DAYS I TAKE GREAT PLEASURE IN EFFIN' WITH THESE CALLERS.

    Call blocking phones are very inexpensive $40-$60 and they come with, at least, one wireless handset.  Very, very convenient.

    BUY A CALL BLOCKING PHONE!

    Uniden and Panasonic make CALL BLOCKING telephones.  They’re cheap - $40-$60 and they usually come with a 2nd wireless handset.  COSTCO & AMAZON SELL THEM.  
    They work beautifully!  These phones also block “PRIVATE”, “OUT OF AREA” and "UNKNOWN" calls!!!
    I have had the same home number and the same business phone number for over 15 years and my home and my business lines (both published) seem to be on every call list imaginable.  I bought a Panasonic call blocking phone for my home and I bought a Uniden call blocking telephone for my business.

    NO MORE PROBLEMS WITH TELEMARKETERS.  THEY CAN’T GET THROUGH!

    We can stop these telemarketers IF we all buy a call blocking phone.

    Automated message starting with "This is Heather from account services"... When I pressed 2 to "stop future calls", I was connected to a man with a heavy Indian accent - which I only mention because I see earlier comments that their operators had Indian accents. When I asked the name of the company, he twice said "Visa and Mastercard Services", and confirmed it when I repeated it back to him. Seems like a strange name to me. Anyway, when I asked what the phone number of the business was he hung up on me. I'll be filing a complaint with donotcall.gov - not sure if that helps even a little.
