Cal about irs

"John Cooper" from Los Angeles, California called, identifying himself as a person with the U. S. Federal Grant office (Wouldn't that be a federal offense?).  Bad connection and sound quality.  When asked for a specific location in LA, he provided 604330 North Balse Road (though he pronounced it like 'Belize')  He said we were being given a grant of $10,000 because we paid our bills on time. I told him he sounded like a scammer.  I asked to speak to his supervisor, waited, and hung up.  Got another call from the same number, with the same voice identifying 'herself' as Sandy Bigelow Patterson.  Said they needed to verify some information and proceeded to ask for the first four numbers of my social security number.  I HUNG UP.
