    Caller says he is from the county couriers office. I have an official complaint against me. He has documents to deliver to my home or office. When I called the number back, I got an answering machine that was full. It feels like a scam of some sort.

    Most likely debt collection scam.  There's no such entity known as a "county couriers office" and county government are not arms of the debt collection industry.  Also, no legitimate process server will call you up in advance and let you know they are coming by.  The 702 number is a magic jack number so you are pretty certain it's a scam of some sort.  Ignore and block the call.s
