I  see  this  number  on  the  dialer  app:  hit  dialer  --  call  settings,  then  see  call forwarding  list  to  #  713  557  0445  !

That would  mean  I  would  be  forwarding  my  calls  to  another  #  with  ATT  using  this  713  557  0445  ! ?

I  don't  use  call  forwarding.

Who  calls  my  phone  using  this ???

It happens every  now & then,  not often...

find this number on my cell phone quite a lot  don't know who they are

left voice message regarding Medicare help, I am not on Medicare - THERE WAS NO CALL TO MY CELL PHONE, THIS WENT STRAIGHT TO VOICEMAIL - there was no company name given, only a toll-free number to call, clearly an identity theft ring.

got a voice mail and all it said was "Steve, this is (muffled) call me back."

Again - this is irritating, AT&T
but then you really don't know anything about customer service nor even etiquette
