He was very hard to understand and left me a message stating that he was calling about an urgent matter and that time was of the essence. He also stated that if i didn't call him back that all he had to say was "good luck as the situation unfolds around you".

received call frm 1007 male w/ a forgein accent stated his name was Officer Mike Walter frm Law Investigation. He stated he could not leave any information about why he was calling but it was an urgent matter that needed my immediate attention. The number he left was 718-569-6654 which is based out of New York.

I recieved the exact same message this morning. I hear "officer" and I immediately think the worst, but I live in CO and this is a NY area code. Not exaclty sure what to think.

I received a call at 2:30pm Colorado time. The guy with the foreign accent left a message on my answering machine saying he was an officer with the law and legal investigation and that there was a legal matter filed against me and that I needed to call him back immediately.  In the end of the conversation he said, goodbye and see you soon...

Consumer Alert: Attorney General warns Kansans of debt collection scam

January 29, 2010 -- Attorney General Steve Six is cautioning Kansas consumers about telephone calls from apparent fake debt collectors who are impersonating law enforcement officers in an effort to extort money from consumers.   Consumers are warned to not submit payments to these fraudulent debt collectors.

When calling, the scammers most often state they are attempting to collect a debt related to an internet payday loan obtained by the consumer, but which the consumer never repaid.  Consumers state they have never obtained such a loan or paid off the loan years ago.  The scam artists have most recently identified themselves as ACS, National Affidavit Processing Department and United Financial Crime Division, but may use additional phony names.  It appears the phone numbers used by the scammers are “spoofed” numbers, so that the number appearing on a consumer’s caller ID is not the actual number of where the call originated. It appears the calls in question may be originating from outside the United States.

When questioned, the individual calling refuses to disclose the full name or address of the collection agency they claim to represent.  These scammers have been able to provide consumers with identifying information, such as the consumer’s social security number, home address, e-mail address, names of family members and the consumer’s computer IP address.  Since the callers are able to provide valid personal information, consumers may become confused and believe they are being contacted in regard to a legitimate debt.

If the initial debt collection scam is unsuccessful, consumers have been re-contacted months later with the scammers posing as law enforcement officers or officers of the court.  Typically, the consumer is threatened with arrest for fraud or some other fictitious crime unless the consumer agrees to immediately wire money via Western Union.  The fictitious officers strive to frighten and confuse consumers into compliance by using legal sounding terms such as “We’re filing an affidavit against you” or by stating a lawsuit has been or is in the process of being filed against the consumer.

A hallmark of each scam has been calling consumers repeatedly at their place of employment.  This scam hit home when an employee of the Kansas Attorney General’s Office was repeatedly called both on her cell phone and at work.  Despite the employee’s repeated verbal disputes, the caller refused to provide any identifying information to allow her to send a written dispute. The scammer also continued to call her numerous times a day regarding a payday loan she denied obtaining. Two months later, she was again contacted by telephone by an individual identifying himself as an “officer”.

“I denied owing the debt and refused to pay without being provided validation of the debt. I was then told, ‘If that’s the case, I will have local law enforcement come to your place of business and drag you out kicking and screaming’,” stated the employee.

“It is important for consumers to know their rights under the law,” Attorney General Six said. “If a consumer is receiving calls from a debt collection company and believe it is a scam, I encourage them to contact our office immediately.”

Under the Fair Debt Collection Practices Act (FDCPA), collectors are required to send consumers a written notice within five days of the initial contact.  The notification should contain  information such as the amount of the debt, the name of the creditor to whom the debt is owed and a statement informing the consumer they have thirty days to contact the debtor in writing to dispute the debt or request validation of the debt. In addition, legitimate debt collectors are prohibited by the FDCPA from making false or misleading representations, such as the consumer has committed a crime, implying nonpayment will result in the consumer’s arrest, or using the threat of violence.

I finally answered the phone calls this morning as it was a local number here in Colorado. when I answered it was this guy with a horrible middle eastern accent identifying himself as an officer from the department of law and investigations. He had my name, address, ssn - the whole works. He told me that a company called Cashnet had filed a federal fraud case against me and gave me a case number of 150781. He then transferred me to an 'officer' James obrian who said his officer id was 50329. He then told me that I had to pay him 596.00 immediately or I would go to jail. I recognized these voices, and the accusations, from mesasges left on my cell phone for the last few months - really threatening. And now they have my home phone and are using local cell phone numbers to get you to answer the phone!! I have left a message with the local sheriff's department, and will not let this drop until they go away!! Please do not pay these people - google the numbers and you will find out that this is a scam!!

I got the phone call this afternoon as well. My daughter was the one who answered the phone and heard the information since I was out of the house. She said he was also a foreign gentleman who said he was an officer. He left us the same phone number as you are all reporting. I am going to try to report him to the police.

I received the EXACT same message that was discussed in the Consumer Alert above on both my cell phone and work phone. I received notification from a family member that they had attempted to contact him as well. After hearing of this nonsense, I tried to call the number that was provided to me and received a busy signal multiple times. After finally getting a hold of them, I informed that I am aware of their scam that is now posted on the internet for everyone's reference and that I have reported them to the KS Attorney General Consumer Protection Division. The guy on the other end of the line paused and said....'you do whatever you feel like doing......' and then said nothing else. I informed him that it's a done deal and hung up.

Do not trust these guys as it is obviously a scam!

i received a call today from Office Austin Jones stating he was from dept of law and investigation regarding a legal affadvait. he had a foreign accent. he first was repeating everything someone else was saying and then gave the phone to some other foreign guy and he asked me if my name was larry something. i said no. then he asked my name again it was not right again. he called me back and i never said my last name but he gave me my social and address and said that i had a pay day loan through cashnet marketing. i have never had a payday loan through them. he asked if i wanted to deal with this over the phone or through the court. then he said we are going to deal with this.

Exact same problem...I have called them back and they continue to call.  It appears they are now targeting Colorado residents that have or have applied for cash or payday loans.  I will be reporting them to the Colorado attorney generals office today.  I encourage all other Colorado residents being harrassed to do the same.

Recieved a call from this number and was told that there was a law suit filed. That I should call back,
I returned the call, it definitely sounded like a boiler room in the background. It was answered bureau of investigations, I asked what they investigate, and was told financial fraud.  My reply was OHHH so you commit financial fraud.  He said good afternoon and hung up.

and that I would have to go to court.  I called the police and reported the incident and had the officer listen to the recorded message.  This morning I called 718 569 6654 and it was the same foreign guy, I told him that I had called the police and reported him, he said OK and then hung up.  I hope that is the last I will hear from him.

I also reported them to the Attorney Generals office in Colorado and New York (since the call back number is a New York number).  When I called to tell them this...magically Jonathon Lloyd, James O'Brien and Austin Jones were all sick that day...but it was the same guys voice.  It's really bad that people are this desperate to scam innocent people out of their money and are using scare tactics and impersonating law officers.  Please file a report on the General Attorney's website of your state to stop these criminals!

I have received phone calls from the same man first time he was calling in reference to some man he wished I knew, and the second time it was to tell me I was being investigated. The threats are terrible. I called my local authorities and found out it was a scam. I then found this web site. What a joke. He must be bored. I asked about pressing charges and we can, I am pursuing that as of now.

this guy calls me and tells me that he is trying to help me not have an unusual situation on my part and that lawyers and attorneys will be calling me..

I want all of us to get together and do something about these idiots... I don't know who they think they are but someone needs to get to these guys...

james obrian called me and told me i had a debt in 2002 but would not tell me what is was or who it was with. I told him to send me a letter if he had my address and state what I owe and who too and the name of hsi business. he said he was a officer of law investigations and with the fbi. he called again and states he will com to my home, get me and take me to the courthouse. I have kept the threatening messages. His mistake was to threaten to come and get me. I don't think so.
