It's a San Antonio, TX landline. The phone carrier is Onvoy, LLC. They called my private landline/hung up. I returned the call, blocked, 3 times, and each time I dialed, it never provided any dial tone. It just went to a busy signal.

Knowing what company provides service for a given phone number tells nothing about who made the call and why they did it.
Looking up the company servicing the number is a waste of time.  It is like asking who was driving a passing car and where it was going and being told "The license plate is registered in Kansas."  And, if this phone number was spoofed, then it is like that license plate was taken off a car from Kansas and placed on a car from Texas.

You only get "dial tone" before you dial a number, not after.  After you dial a number it will either give a ring signal, give a busy signal or give a message that the number cannot be connected to and the reason why.
