    It's a Greensboro, NC landline. The phone carrier is FRACTEL, LLC. They called my private cell phone/hung up. I returned the call, blocked, once, and got a recording saying it Dish Network/ATT. Why would they be calling me, since I don't reside there?

    Knowing what company provides service for a given phone number tells nothing about who made the call and why they did it.
    Looking up the company servicing the number is a waste of time.  It is like asking who was driving a passing car and where it was going and being told "The license plate is registered in Kansas."  And, if this phone number was spoofed, then it is like that license plate was taken off a car from Kansas and placed on a car from Texas.
