Second call - Emily calling to say that she is calling with a special offer since we stayed at their resort recently ...   Actually sounds live, but is a recording.

Called my cell phone but did not leave a message.  I do not pick up on unidentified callers whose numbers I don't recognize.  Caller did not leave a message.  Concluded it was a telemarketer.  I am up to date on "Do Not Call" list buut none of these jokers pays any attention to that.

They don't pay attention to it because most scammers "spoof" numbers! In cybersecurity (which my fiance works in-- the only reason why I know about this stuff) that means that they download programs that allow them to call anyone, with any phone number they like. So they can make it look like they're calling from a bank, gas company, literally anywhere. They could even call from "impossible" phone numbers, such as 0000, because they're not actually calling from that number. Their real number is disguised by the programs they use. Just thought that might be helpful for you and others to know :) I was certainly confused before my fiance explained that to me!

This number also just called me a minute ago and left no voicemail. I get so many scammer calls, every single day :(

I ONLY get thee missed calls on my cell phone when I have my GPS on in the car.  I NEVER get them when I'm not using the GPS.  I changed GPS app on my phone but I still get these missed calls.  I am 90% sure they are attached to your cell phone apps

You are correct, having guessed that it may have started when you downloaded the gps/navi app. But once it the code/malicious software made its way onto your phone, deleting that particular app will not have gotten rid of the problem. Now it's simply hidden somewhere on your phone disguised as another file or string of code within another app. But that's what Ive been trying to find out the past couple days--which app is revealing personal information, having access to whatever it wants. It may also have been a website you/each of us visited [not to mean it
was the same exact website] that  is exploiting trusted security certificate credentials which is another reason antivirus and anti-malware programs cannot detect the code...its truly a PITA & am really hoping it doesnt get financial info/access before I can find it or have to do a hard reset and pray it gets deleted

Cell phone shows Missed Call from this # on Dec 14th. I live on the West Coast & don't answer #s from the East Coast. My phone is a one with limited capabilities so doubt that this call is generated from a gps app. Probably just robo calling as I received another call from 757 area code today on my cell.

Call from Joshua claiming to be from customer service and then started in with how I had won a trip to Disney all expenses paid. Just put the phone on top of the radio and let him talk to the radio as it played Mozart.

I if I can, always let the call run because if they are wasting time talking to the radio, then they are not bothering someone else.

You are not wasting their time, Tim. Joshua was a digital recording and very life-like. These are professional criminals who are probably located overseas. They make thousands of calls per hour. Whenever someone answers, as you did, that triggers the recording to start. It's only when you push whatever button that you are asked to push if you want the free vacation (or whatever) does a live person get on the line. Since the crooks use the internet to place these calls, it costs them nothing. By answering and staying on the line, you may have "told" their computer your number is active.

PHISHING SCAM from VA Virginia - they hung up as soon as I picked up the receiver.  I called the # back and a recording said that the "survey" had already ended

Another spoofed, robo-called number on a tie-line by the notorious Tidewater Virginia scam-fraud gang. They seem to have an endless array of spoofed (757) numbers and a varied menu of scams and frauds. They seem to call daily from their call center in hell.

When I have answered it in the past, I was met with silence.

No clue what it's about.

No message left thought it might have been a job i recently applied for glad i denied it on accident

Just called, I didn't call back. No message left. I blocked number.
