This is a scammer, I deleted and blocked the number in spite of it likely being just a spoofed number.

Same script, scamming scumbags

I got the same recording that Mellie did.  It was on my cell.  Only family and friends have this number.  I have no back taxes; to the contrary, I got a big refund this year.
