I had a call from this locator saying I had a claim he said I needed to call 844-950-3898 to get more information he told me if I didn’t call he was by my area to drop of some papers isn’t that illegal if not I would be pursued of fraud  and he also called my sister as well I have never heard of this company central services they wanted me to pay $700 right now and I told them I was unemployed and they told me if I don’t pay I would be pursued of fraud

Scammers don't care if something is illegal. Real process servers don't call in advance and you can't pay your way out of being served either.
