A middle eastern voice said they were with the Department of Treasury and that I had a warrant out for my arrest for unpaid taxes. When I said I've heard of this scam before they immediately hung up on me.

It is a scam.

 The IRS does not initiate contact via a phone call, they first send postal letters.
 The IRS does not threaten arrest.
 The IRS does not demand immediate payment over the phone.
 The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.

It is a scam ran by offshore criminals attempting to trick you into sending them money.

I just got this call also. I didn't answer because I don't answer if I don't know the number. The lady was foreign and said her name was Lisa Brown. You can tell she is reading off of a paper. Made me laugh.

I got several calls from this number basically saying the same things everyone had said to them. No matter what number i block they call from a new one and it is irritating and annoying as hell. Maybe i should answer and tell them i looked them up and tell them its a scam. They probably hopefully wont call back. Im on the Do Not Call List. Ive applied for jobs and i think that may be where they have gotten my number. Im just so Sick of them calling. And plus like another persom said the IRzs sends you letters through the mail not phone. I have never gotten anything in the mail.
