    Asking for a payment unknown to me and in checking the phone number I get a message that the owner does not have their phone set up yet.

    No, you most likely heard a message that their voicemail was not set up yet.  Phones work without having voicemail set up.  If your caller spoofed this number and has been doing it for a while, it may be that the person that actually has this number turned off their voicemail service to avoid messages from annoyed people who received the spoofed calls.
