I found I got MORE of these type of calls AFTER I put my # on the Do Not Call List.  The DNC is a waste of time.  Some bureaucrats in D.C. sit on their [***] and make $75,000 a year to manage this "list" and do nothing to shut these scammers down.  I suggest everyone contact their local news "Problem Solvers", or even report this national problem to 60 Minutes or Dateline NBC.  Chris Hansen has done big investigations on predators and did and excellent series on "How To Catch an ID Thief".  Making complaints to the Federal Trade Commission or any federal agency is a complete waste of time, pretty typical of most federal agencies UNLESS they're trying to collect $$ from you.  In that case they'll find you very quickly.

I installed an APP on my iPhone that has tens of thousands of these scamsters phone numbers pre-loaded and with no ringer.  I paid $0.99 for it and it catches 85% of these morons and of the 15% that get through I simply press #1 and play with them and talk in a foreign language (I don't know any but I make it sound good). I harass them back until I've had my fill, then sometimes I cuss them out and hang up on them.  If they want to waste my time I at least make it fun for me and waste their time.  I then add their # they got through with to my list of blocked numbers and they ring mute forever as well.

Get an android phone, create a 'Mr Spammer' contact list, set it to auto forward to voicemail, and keep adding these numbers.

    problem solved.

Sadly, lad, the DNC list are only for those corporations who are legitimate.  The rest blatantly ignore the law because ... they are running an illegal / unlawful organization.

When I answered it was a recorded message about lowering interest rates on your loans.  I do not have any current loans.  It said press one... i did, only to tell them to take my number off list.  The phone hung up.  I called back and it said "The mailbox belonging to John (in his voice) was full and cannot accept messages".
I have reported a call from 'Account Services' about a month ago.  But I did get an operator who hung up on me when i asked her to take my number off the list. The number was 513-417-0498

I have been receiving these calls for 2 mos now.  The first call I received I answered and told the guy that I have no credit cards and was concerned that they were calling me.  His response was, "Are you done talking now?"  I was dumbfounded and he went on about how I was rude and that I didnt know how to listen and kept interrupting him.  I asked to speak to a manager and for his name and he told me no.  The more I talked the ruder he got and I felt like I was arguing with a child.  This guy had really pushed my buttons at this time and then he started playing copy cat.  I told him to F#%$ off and hung up.  Now when they call and I answer they just hang up.  Some of us have real jobs and don't have time to be bothered like this.

    *** PLEASE READ THIS ***
This is a robot call credit card consolidation company. Once they have your number, they will not stop calling you. Because they keep changing their number, the FTC is powerless to act. THE ONLY WAY TO GET THEM TO STOP CALLING is to push option #1, get connected with one of their telemarketers, and TAKE UP AS MUCH OF THEIR TIME AS POSSIBLE… Pretend you’re interested. Give them a fake name. If everyone on this board were to do this just once, it would cost them more than it’s worth and would put them out of business.

I have been receiving this recurring call offering me the opportunity to reduce my interest rate due to a new federal reserve act. I stayed on the line to speak with a representative to have my number removed from their list and then it disconnects before given the chance to speak. I am on the do not call registry and do not like solicitors calling me.

I believe I registered my phone numbers on the Do Not Call Registry a few years ago, but just resubmitted them because I couldn't find a place to verify before I had already submitted again.

I've been receiving calls from this number with a prerecorded message from  "Anne with Card Holder Services" about two to three times a month for almost a year.

As soon as you get the live person, and begin to say "Take me off of your call list" they hang up on you.

If you call back, the call is dumped to a Verizon voice mailbox for "John" that is full, and then hangs up.

They call me several times a day for the past few months and I finally got some answers the other day after I let me 2 year old answer it on speaker phone. After letting him mess with them for a few minutes the guy kept saying "can you put your mommy on the phone?" and then out of desperation to talk to someone, he tried to ask for my by name.  Only it wasn't my name he asked for, it was my mom's name. The ONLY connection my mom has to my phone number is on the cell phone bill because we are still on the same family plan from years ago. my mother has no other connection to my number. When I asked him how he got the number, he kept saying that its in our credit card contract that we can renegotiate our interest rate. When I said I didn't have a credit card, he hung up. In months, that is the most information I have ever been able to get. I'm pretty sure they got our number from our cell service (at&t) and it wouldn't be the first time a company sold our info.

They have more numbers that they call from then I can even begin to count so its pointless to block the number but sometimes I play a long for a while just to waste their time. If they ask for a phone number for my credit card, I just give them the FBI tip line phone number.

Its clearly a scam and I really feel bad for the people who are so in debt and willing to do anything to lower their rates because these people can't really do anything to help you and will probably charge your card for as much as they can get.

I'm curious as to your chain of research.  I have problems with the same people calling me.  They have called for at least 6 months, usually twice or more a week.  I can't get them to stop.

So, I figure it's time to take them to small claims court.  Since I'm going to need a registered agent so the papers can be served, could you give me an idea on how you figured this out.  I don't want to waste the fee and pay to serve the wrong company.

If you are having problems with this company too, I might suggest you do the same and sue.  It's apparently not that difficult.  There is a great link here:

    http://www.killthecalls.com/suing-telemarketers.html

That explains the process and it doesn't look that difficult.  I don't like the idea of having to go to court, but I can't change my number as it is on a lot of signs for my business.

Anyway, interested in how you arrived at the determination that this is the right company.

    Thanks.
