I keep getting texts from this number and I think they are charging me for every text.  Please, I don't know who they are.  How do I stop it?

Received  a call that said no Caller ID and then two seconds later I get a text that says Is this Norma from 797-979.  I responded who is this, not answering the question.  Of course, no response.  Not sure if I have been hacked or not.

Got a text saying “ (AC&A) This is a notification of filing for HERNANDEZ, RICKY on file #205964 pertaining to a legally required notice.  RICKY may contact our office in regards to the filing at 866-471-2023. Understand this is considered your legal notification and will be processed accordingly. Thank you.”.  I don’t even know a Ricky Hernandez!
