Update from previous post.  
Business refused delivery of the COD UPS package.
The criminals went ballistic with telephone calls and threats after we did this.
The address given in my previous post does not exist.  UPS package was from 3393 Barham Blvd, Los Angeles, CA 90068.
I talked extensively with local police.  Their advice was
1. do not talk to the 'telemarketer' (extortionist), they may be recording it.  
2. Hang up.
3. Do not accept delivery of the package, that gives the criminals legal rights, as usual.  
4. do not give them any money in any way, shape or form.
5. Put a call block on your telephone for that number (my Verizon does not do call blocks anymore).  
I also filed complaints with the FCC, FTC and California Attorney Generals Office.  The telemarketers made many threats, including turning us over to a debt collection agency.  They spoke Mandarin (national Chinese language) and probably target ignorant, fearful, Chinese immigrants.
