Called twice within several hours. Rang off after severak rings and before answer machine could pick up

It was a call from CitiBank about my AT&T Universal credit card. Since I have a high balance on my credit card, they sent me an advertisement in the mail about a month ago with some plan that amounts to me volunteering to pay 4 times my minimum monthly payment over the next 8 months (the next 8 payments), I CAN NOT make any charges on my card for those 8 months, they will give me about a $500 credit on my account, however they will reduce my credit limit. The reduction in my credit line would be about the amount of what I payed over 8 months (by paying 4 times my reg. minimum monthly payments for 8 months. So since the advertisement had a deadline of July 31, 2009, the call was to inform me that my deadline to enroll in the plan was getting near. Yet I have a feeling that they are getting ready to jack up my interest rate if I do not join their plan.
