Lots of calls from this number. I finally just stopped answering the phone. Maybe they'll get the idea?  I don't have any loans with them.

I feel as though I've spoken with every representative from this agency in regards to the ghost debt that I owe. However, despite my consistent denial of having ANY ties to them, they continue to call me.
    Every.
    Single.
    Day.
    Leaving voicemails every time.
They're relentless, I had to block them. The calls are still happening, but at least I'm not disturbed at irrational hours of the day/night anymore.

The problem is right there in your first sentence.  "spoken".  All communications with a debt collector should be in writing, and as a matter of fact are required to be in writing when requesting a debt validation.  Communications by mail should be sent by certified, return receipt.

Debt collectors are allowed to call between the hours of 8 am and 9 pm your time.

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

I've told these people twice now that the in-law who listed my number as a contact has changed his phone number and I do not have the new one.  I was assured both times that they would remove me from his contact list.  And yet, here they are still calling.
