I've been getting calls from this number for the past three days. I do not answer.  However they do not leave message.  I have,no idea who this is

It's Covered California in regards to health insurance.

I have received 22 phone calls, 6 voicemails and 5 text messages since last Tuesday from all different phone numbers. Some barely ring once before they hang up and immediately call back a second time and let it continue to ring, not sure if this is to get around the Do Not Disturb settings on iPhones or what.  Not all the numbers are coming up with anything definitive when I google them, but the ones that do are either connected with Covered California, Health Enrollment Center, or some other bogus health insurance company. They act like we have spoken already, or I have submitted an application and they want to follow up, some say I've been approved. At first I thought someone had used my phone number on their application but now I think it's all part of a big scam.
Some of the numbers I have received calls/texts from are:
213-631-4192 (Richard at Health Enrollment Center with a call back number of 844-829-9084, has my application in front of him and can save me hundreds of dollars on health insurance), 818-937-0418 (Richard from Health Enrollment Center telling me I'm pre-approved for PTO plan starting as low as $200/month, call back number 855-613-6367), 707-401-1471, 707-401-1470, 707-401-1447, 800-748-7808 (Angela from Covered California doing a follow-up....), 707-501-5872, 844-455-9181, 800-743-5674, 800-422-9178, 707-236-8517, 800-754-6613, 707-284-0997, 707-387-9771, 877-817-0303, 317-316-3404, 614-741-5130, 215-515-9468 and 714-916-9508 - this last one was a text message from Rafael Quixano which reads, "Hello, Sorry about the number of calls you must be getting. My name is Rafael Quizano and I am a certified insurance agent with Cover California. For health insurance with the maximum premium reduction please call me. Regards, Rafael"
Note that he says "Cover California" not Covered California. I looked him up on the Covered California site and he does come up as a certified insurance agent, but how the heck did he get my number? Why did all this start? I am covered through work and have never submitted anything or asked for a quote for any insurance - who sold my information?!
As we all know, the Do Not Call Registry is useless. So the scammers will keep calling and I will keep blocking them - hopefully they will get bored eventually.
