Got a call from this number...claims they are progressive

I too got a call from this number on my answering machine.  They start off saying "this is a message for" and then nothing, no name is given for who they are trying to get a hold of.  They say if I am not the person that this call is intended for then to call them back and let them know.  They then say there will be a three second pause, and then count it down.  After the three seconds, since my answering machine didn't hang up, the person says that I am acknowledging their  call as the person they are looking for, even though no name was ever given.  The person says his name is Robert Lucas and that he is wi Progressive Financial Services and he is calling about a collection and that this is not a sales call.  
I tried calling back at the number they gave but only get a recording that all circuits are busy now.  So I can only guess they are calling and creating panic with a bunch of folks with their line being totaly busy.

An update - I finally got through but the only option I was given was to leave a voice mail.  No one at all was available to take my call, yet I was calling before 11 pm MST.

Got the same thing but the message was from "kathleen brooks" - called 800-761-0186 and spoke to a robert, indicated I was not the party they were looking for, provided the phone number where the message was left, and he updated the system and apparently removed the number.

I got a call also.  Dont remember the name of the person, but knew it was a scam.  Just like the others here stated..they never mention a name of the person they are trying to contact. Tried to call..only answering machines.  If they are scammers..but no one can get in touch with them, what are they trying to do?  They have called me 5 or 6 times.  Very tired of this call

1-800-761-0186 Calls Family members asking about me that I don't even know. I don't have their numbers or address so how the hell did they get it.

This is a collection agency and that ph # is the line to thier first financial bank dept. So if you or a family member have a delq. credit card through first financial bank then that is why their calling you. As for getting your family members tl #'s its their job. They really are telephone bounty hunters and can usually track you down.

They gave me a good settlement on my account though :) so I'm glad they found me. Even told me how to start fixxing up my credit.

I work at a hotel and we keep getting calls from 1 800 761 0186.  Its a recording stating that the call is about debt collection for ....(long pause), then it says that if you are not the person stated please hang up.  There is a 3 second delay then a recording of Robert Lucas says that I have agreed that I am the one that they are looking for and to call them back.  This is a business line, and many people answer this line.  Seems like a scam to me.

800-761-0186 keeps calling me looking for someone I don't know named Grant Kneff or something.  I told them to stop calling and I was on the do not call list, and they said they have no list that I'm speaking of.  They also basically interrogate me asking me "are you sure you don't know him"  or "do you know anyone named Grant"... etc.  The last guy I talked to started making fun of my accent when I told him to remove my number from their computers and I hung up on him.  Totally annoyed...  

Where can you report things like this???  They are crossing the line and I'm not even the person they are looking for.

I get a call, also, from a "Kathleen Brooks" just about every day.

I was just curious to know how you got to an actual person without an account number. I try to call back the number, but it is just an answering machine.

We get his message almost daily.  They ask for a specific person and say, "if you are not that person, please hang up" which, of course, I do. I don't what they want, but it can't be good.  They are a pain in the butt.
