    Yes, this is a scam.  The utilities do not shut off your power or gas within 30 minutes without notification.  Do NOT give your credit card information and certainly not your debit card (less consumer protections with debit card).  DO however give these clowns a hard time - keep them on the phone, waste as much of their time as possible so they can't scam someone else.
