This is Aspire credit card services calling about your account.

So, you knew exactly who this number belongs to and had an overwhelming urge to come here and tell the world.  Not something a normal person would do.
Strangely, after reading your post, I did a search on this number and its connection to Aspire; want to take a guess on what I found?
If you guessed "no connection at all" you were right.  The numbers connected to Aspire are nowhere close to this number.
However, I did find several sites reporting this a a number making robocalls about such scams as the old "pay us right now or we will turn your utilities off" scam.

I have a suspicion that you are a shill making a pre-emptive post to try to misinform people getting calls from this number as you start a new scam attempting to get peoples credit card information.

He said he was with Account Services and asked me for my full name and last four numbers of my social. I told him no because I don't know anything about Account Services and I hung up

I have no idea who this number belongs to and blocked it. After reading some of these posts, I'm really glad I did.
