Unwanted caller unacceptable

I received a message from this number on April 26, 2016.  The woman who called spoke very quickly.  No matter how many times I listened to the message, all I could understand was the phone number. I did not return the call.

Got two calls this morning, I called the number and a woman said to make a payment press one. No identification of the company.

IRS scam. Left a message in Chinese (I don’t speak it) or maybe just really accelerated English language that was completely incomprehensible. I called back from another number and spoke with a very non-Chinese man who claimed he was with the IRS but did not know his own name. I have had several Chinese language messages left on my number; I read something about phone scams targeting native Chinese speakers, so this number looks likely to be associated with such a scam.

Medical Bills. They are calling me regarding a minor's medical bill and the minor is not my child and also does not live in this country.

I received a call from this number too.
No identity or explanation.

TLRA collects medical debts. In my area, it's for Sisters of Charity, Christus hospital.

Fail to identify themselves.  BLOCKED.

She calls very faster. I don't understand anything. I'm not interested.
