The caller says they are from NY State Education Department. A computer voice then spells your last name and gives you a reference number. I called and the woman who answered said "Hello, social security number please."  Never give out your SSN!  No legitimate business ever asks for this over the phone. This is the same group who previously called from this number 800-766-7242. I told the woman that I knew it was a phone scam and that I would reporting it. She said okay and hung up.

I've been receiving these calls for over a year. They're obviously recorded messages, with a false first name and your last name spliced in. Previously, when I was answering these calls, I would hang up as soon as they started asking for personal information, and they should have known this, since they were calling me. I now screen my calls with the answering auxiliary on my phone. I'm still getting calls, once or twice a day.
