- JimJust called this number back - surprise! Someone actually answered the phone. Identified themselves as Penn Credit
Stated she is calling about a debt that was placed with them by the state of Pennsylvania for back taxes from the 1980's!!
My guess is - if this is even a real debt - that these guys have been one of many companies that have purchased the debt over the years and like all new placements, they badger the hell out of you hoping to get some positive response.

- YizitThis number is definitely Penn Credit and it appears that at least one of their Clients is the State of Connecticut. Apparently the State of Connecticut gave this collections company a list of Connecticut residents who were trying to avoid the high tobacco taxes in Connecticut by ordering their cigarettes online. Evidently, the State of Connecticut put a lot of pressure on these online vendors to release the names and addresses of their customers.
At first, Connecticut sent a letter to these online buyers advising them they still had to pay the Connecticut tax.
I know this for a fact since I was one of those online buyers :)
Obviously, Connecticut's letter didn't work too well since Connecticut has now turned collections over to this collections company.
