Credit Card Scam.  An Indian man offering to "lower credit card interest rates"

Apparently auto dialer.  After I answered there was a few second delay, then a connection and a male voice said "hello" just I disconnected.

This clown started by telling me that I had credit cards with over $1000 balance. Not true. He wouldn't give me any information even when pressed to do so. He finally hung up without telling me exactly what he wanted. Just hang up.

I have received two calls from this number today stating that they were from the Capital One Visa Dept, trying to offer me a lower interest rate. Hung up and notified Capital One, they advised that it was no one on behalf of them, that they won't solicit over the phone.
