I have just confirmed with the FDA that they never place these types of calls and they never ask for money.  It is typical that these guys will ask for large sums of money to be paid to them so you can avoid prosecution.  The FDA suggested that I report the problem to the crimes division at 800-521-5783.  They confirmed the same information and said to never pay them anything regardless of what they say.  
ALSO, WATCH YOUR BANK ACCOUNTS FOR ANY FRAUDULENT CHARGES as this is also being reported as well related to this scam.

A woman called and said she was an officer with the Food and Drug Administration and that there was a warrant out for my arrest because I supposedly ordered drugs over the internet. When I told her I did NOT order drugs over the internet she hung up on me. I immediately called the FDA and they said this is a scam!

Just spoke with the Crimes Division of the FDA; they are no longer accepting complaints about this since the scam is so out of control. They said to go to the FDA website to read more about it and to have the phone company block their number for you or to do it yourself. It's just a scam. Apparently the online pharmacies are selling your personal information to shake you down for more money. DO NOT GIVE THEM ANY INFO AND DO NOT PAY THEM A DIME!
