This man that calls has gotten my developmentally disabled daughter on the phone. He is asking for someone we know but does not live here any longer. It scares my daughter and she is afraid to answer the phone. Wish I could get them to stop calling here.

If you're able to on a landline without possibly missing an important call, turn off the ringer, or see if you can block this number. The main thing you'll want to do is make sure this character gets NO kind of answer from your number. After enough times of getting no answer at all from you, there's a chance they'll move along. Be warned many of the telepests are relentless, and they take whatever they can get, regardless. A call blocker may be of assistance to you.

It looks like they are located in Michigan.  You need to send them a certified, return receipt "not me" letter.  What they are doing violates both federal and state collection laws.
