    May 2 and 13, 2016 - I got a call on 2 different days, to my cell phone number that is on the national DNC list. No message was left either time. When I called 818-483-4880, I got a prerecorded message in an unidentified woman's voice that said something about the circuits being busy and to try again later.

    Its probably a scammer collecting phone numbers where the owner answers calls from unknown numbers.  That information is valuable and can be sold to other scammers.

    Scammers routinely call numbers on the DNC list.  For them its one more law to break.
