This is our 6th different call from this area code and this prefix.  As always, we call the number back and the same recorded male voice sez "no routes found" moments later a recorded female Telco voice sez - "We're sorry, the number you have dialed is not in service."  Called at 5:25pm.  Caller ID was a VoIP series of numbers.  We have all 818 851 calls blocked.  Below are the five other call numbers that this scammer has used - 818 851-9956, 818 851-6293, 818 851-9471, 818 951-9806 and 818 851-9549.  We expect more calls from 818 851 in the future.
