Fraudulent robocall claiming you owe an outstanding debt and this call serves as your "official notice" that paperwork will be filed and you must call 833-491-3702 to settle the debt. Recording does not give the name of the creditor, type, or amount of the supposed debt.

Which it legally cannot.  The rest sounds like a fake debt collection call but you did not include enough information to say for sure.

There was no more information to give. The robocall uses your official name (or whatever name they pulled off the whitepages) followed claims you owe a unspecified debt and must call them back at the same number. Under the Fair Debt Collection Practices Act the debt collector MUST identify themselves, who they work for, and the call intent if they claim to be collecting a debt. The robocall did none of that.
