    They call often saying my name has come across their desk and they want to make an offer on a settlement. They say they are a debt collector

    Then you should know that per the Fair Debt Collection Practices Act (FDCPA), your caller MUST MAIL within FIVE DAYS of their initial contact with you, a debt validation letter.  Refusal to do so is illegal.  Sounds like they're attempting to scare you into paying either a bogus debt, a debt that's already been paid, or even a debt that is owed - but not to the caller.
