Someone i know get a call form his phone and it look like he someone on the phone try to take his money

You're correct; it is an attempt to steal money.  It is the "government grant" scam.  The recording will tell you that you are entitled to a grant from the US government but you must pay a fee with your credit card.  There is no grant.  It is a scam.  Here's some information from the FTC (Federal Trade Commission).

They send email saying they are going to terminate all suspicious email account by April 8, 2020 - They don't iactually identify who they are?

Of course they don't identify themselves. Scammers rarely do.
