called my cell phone wouldnt tell me who they were and also refused to take my number off of there call list.

Called my phone and stated that I owed over $1000 and when I tried to talk to them about the situation they said that I was unwilling to settle the debt, which is untrue. I need to make a police report for someone taking a loan out in my name but whoever I was talking to refused to give me his name or what company he works for........What do I do?

You have been contacted by scammers - I doubt very much that someone has taken a loan out in your name.  You already have your answer on what to do:

1. You never took out a loan.
2. Your caller refused to give you his name and the company he works for.
3. If someone did take out a loan in your name, per federal law, you - as a victim of ID theft - are not liable for those debts.
4. You NEVER "settle a debt" or acknowledge a debt over the phone - legitimate debt collectors will have no problem mailing proof of debt/proof they can collect.  Do not accept email or fax - per the FDCPA, this documentation should be mailed.

Since your caller refuses to comply with federal law - the Fair Debt Collection Practices Act - and since he also refuses to identify himself or his company, you can be assured that indeed, it's an attempt to scam you.

Sound like run of the mill debt scammers to me.  If there is a legitimate debt the debt collector must give you a written statement of the debt with all particulars  and they must mail it to you by US Mail.  E-mail no good.  The fact that they won't give you any information is a flashing red light that they are scammers.

Report them to police and local attorney general.

Called claiming they are not selling anything but we're alerting me that my identity may have been stolen. Then proceeded to ask me to confirm my identity.  Duh!  scammers!
