    Heavy Indian accents claiming balance on a card that was closed years ago... told em to send me a certified letter and I would respond.  How do people fall for their crap???

    I believe they are american express.  I called them back on another phone line and they answered with an indian accent "hello" and nothing more.  i told them you called me yesterday and left no message i would like to know who you are.  he then said we were on a recorded line and thanked me for calling american express.  i unfortunately owe them so i figured at that point thy were a debt collector and hung up.  they never got any of my information.

    This is a third party Debt Collector. Most likely you at one point owed money to American Express before closing your account. American Express sold your debt to some over seas debt collection agency for pennies on the dollar. EX: you owed AMEX $1000 and when they couldn't collect it from you, they sold it "XYZ" Debt Collectors for .10 cents on the dollar = $100. AMEX collected $100 on your $1000 debt and reported the rest as a loss. Meanwhile XYZ now owns your debt and will try VERY hard to collect it from you. They paid AMEX $100 and then will tell you "GREAT NEWS... all you have to pay is $250 and that $1000 debt you owe to AMEX will be forgiven... You think your getting a great deal on the $1000 you owe and pay it, thinking it will be taken off your credit report IF it is still listed there, and XYZ now made an extra $150 from your unpaid debt (100 + 150 = $250).
    In reality, XYZ debt collectors have NO relationship with AMEX.... If you have something on your credit report about the money you owe.... it will most likely stay there until it drops off (Usually 5-7 years). If you pay XYZ debt collectors and they promise the debt is now closed and forgiven, think again... XYZ has no obligation or relationship with any of our Credit Reporting agencies. Experian / Equifax / or otherwise. After YOU PAY.. that mark will still remain on your credit report.

    Called unlisted private number (which is on DNC list).
    No uncollectible debt; left AMEX years ago when they dealt poorly with fake charges.
    Blocked/reported.
    The report hotline still exists and still keeps records; anything else would be welcome (like forcing telcos to block robocalls and spoofed CID's at the source; simple to do if they actually want to serve customers and restore phones to being something one can use without nonstop privacy invasion).
