This is a FAKE / SCAM operation that presents itself as a "Microsoft Support Team."

They'll both cold-call outright phishing for people who have recently had (or are currently having) trouble with their Windows PC  (pretty high odds there, right?)........as well as seed search engines with fake links with headings for popular search topics  (a user will click on a search result thinking it's one thing...then a "Virus Alert" window will pop up with this number and a somewhat "official" worded message instructing them call call MS at this number to solve the issue.

They attempt to trick any caller who takes the bait into allowing them access to their PC via remote support...then they'll proceed to do who-knows-what.

Report it to police

It wasn't Microsoft who put that message on your screen, nor is this a number for Microsoft. You fell for a scam. If you haven't already you should have a professional of YOUR CHOOSING scan and clean your computer of the malware the scammers installed, otherwise you will continue to have problems.

Hopefully you haven't paid them anything.
