Just got a recorded call from this number at our office. Caller ID says "800 service".  Claims to be "Citicard" calling about fraud alert.  Also mentions an employee name and the last 4  digits of a card number.  Leaves this number as a call back number.  Very suspicious.

I received a text message from this number, claiming to be Citi bank. They were warning me of fraudulent activity and had the Last four numbers of my city card. Just wondering if this is legit.

Most people would have called Citibank up at a known, published phone number like the one on the back of the card.  I guess you can wait to see if someone stops by in the next couple of weeks and gives you a truthful answer though.  Your choice, hope you make the right one!

Got several text messages say my new card was on the way. Then they texted and asked if I applied for a card, I responded no. They then called and said they were the fraud department for citbank. I talked with John and he verified my address and social security number.  Said they would close account and send me a email and letter stating it was closed and they would  notify credit companies Experian, Transunion etc. Is this a scam?

    It is possible.
You really should contact Citibank using either a number published on their website or from the back of a Citibank issued card (if you have one) and ask them if it was a legitimate call or not.
That is a far better way to get an answer to your question than to ask strangers on an internet phone number lookup site.  If it is a scam and one of the scammers bothered to check up on this number here, they would not hesitate to tell you "No, it is not a scam and you have nothing to worry about." -- Do not ask strangers, go straight to the official source.
