The voicemail doesn't say who it is or who they are calling for. So I called on a different number than what they called and someone picked up stating they are Capital Recovery. Not sure who they are looking but it's not me and I don't give out the number they called.

Most likely it is this company: Capital Recovery Corporation (or someone posing as them).  They are a debt collection company.

Very likely they are looking for someone who had your number before you did.  I can tell you from experience that people that have debt they do not want to pay will dump their phone number so they cannot be called.  Since phone numbers are recycled, their old number will be given to somebody else when they sign up for phone service.  Debt collectors start trying to contact the debtor using whatever contact information is on the paperwork they are given, and that includes phone numbers that may no longer belong to the debtor.  (There is a whole family of deadbeats that once had my number before I did.)

You can ignore the calls and not answer them.  They will stop calling after a while.  But, if they cannot collect on the debt they will sell it to another collector and the calls will start all over.
You can try to tell them the person they are looking for no longer has your number, but odds are they will not believe you and will continue to call.
The best way to stop them from calling is to send a "not me" letter (keep a copy for yourself) to them using certified mail requesting a returned signed delivery receipt (which is proof that they received your letter, in case you have to take them to court for violations of the FDCPA).
