Says it is James Turner from Coldwater Mediation Group. Says he is a  process server with some fake file number.
They are scammers out of California who moved into an abandoned storefront in Indiana to run a debt collection call center. They are working with the jail to hire people who have just been released. That inspires confidence in their integrity and the quality of their services.

They are calling my relatives.

They are trying to collect a debt I have no record of from 15 years ago?! They have called family. This is harrassment- what do I do?

Demand written proof of the "debt" that is mailed to you.  You know that - after 15 years- that is not going to happen.  Ignore any threat they make (that is also illegal).

They are trying to contact me for a debt that I payed last year to a company called Goldberg and Peretti out of california.  Once I contacted Coldwater they said they just needed proof that it was paid to update the account.  Weird thing is i called Goldberg and Peretti to find out whats going on and none of the phone extension were active when you press the extension number.   But the guy on the Goldberg message was the same guys voice that I was just talking to from Coldwater.  Super shady!  The debit was a real debit that was from a long time ago so I paid it but now I'm wondering if i got scam.  They had a girl call saying she was from document dispatch and I had legal papers that needed to be signed for.

1 of several things probably happened.  First Goldberg & Perettiti might have not even existed or had been the former name of this bunch of criminals. Second, they might have changed their name which is not uncommon to avoid criminal charges against them.  Also, the person whose voice you heard might have stolen the paper from his former boss, something not unusual among debt collector thieves.  Now did this Goldberg outfit follow FDCPA rules?  Did you ask for validation or did you simply pay them?  If it was the latter, then you have gone down on the list as an "easy mark" and will get tons of more calls such as this.  Here is what a real debt collector must do, and following that is where to file a report and learn what you need to know to avoid becoming a victim again:
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

the process server is targeting me too.  However, Coldwater bought bulk USBANK collections that are now about 10 years old. In my case it's the fifth agency trying to get inflated bogus money.  I kept my files from the first $1.35 overdraft  dispute when my checking account closed out and the bank inflated the amount to over $1,000 over time. I  called Coldwater , file number is legit but in our State time has run out for them in our case.  The Courts will throw out any  court attempts to collect.  Statute of limitations between collection companies and original dispute has run out.  My advice:  If served check court calendar calendars to see if it legit  If by chance they spend the money to file, answer the court.....otherwise as I did on the phone, told them to go to hell.
