- B-Edwards replies to BridgetThat sounds like a debt scammer to me. They love calling and trying to scare people by harassing family and friends. They may even call work places pretending to look for people, but making sure to drop the news that someone is in trouble and about to be arrested.
You are being called by criminals who are pretending to be debt collectors. You and many, many other people. The same scammers will use many different phone numbers. They go to great lengths to hide who they are. The harder they make it to get a straight answer, the more crooked they are.
Here is what you need to know: A phone call is NOT legal notice of debt. Do NOT call back, Do not try to talk to or try to reason with these crooks, or tell them not to call. Any contact with them will only result in more calls, and the calls will become harassing and threats will be made. Ignore and block the calls. Here is a link to some info that should be useful. These are bad guys. They know they are breaking the law, and they don't care.

- SpringekThis number left a voicemail. The male never mentioned for whom the message was, but said he was a debt collector with NCB. He said to contact a Stephen (Steven) Leslie, and the number he left matched up to the phone number listed on a website for a company called NCB. However, I have no debt - no mortgage, student loans have been paid off for years, no car payments, and even credit cards are paid off in full each month. So I assume this is a scam.

- BigAYou will need to send them a certified, return receipt debt validation (by law they have to go back to the original creditor to prove you owe the debt), cease and desist calling, or "not me" letter (this will be the best money that you have ever invested). Also send it first class mail in case no one will sign for it. Make a notation of that fact at the bottom of the letter. You also need to report them to the proper agencies to which I have provided links to. Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment. If everyone did these three things, these crooks would be bankrupt, and we would all be the richer for it. It is incumbent upon them under the law to prove that the debt exists and that you owe it, and that they have the legal right to collect it. You are not obligated under the law to prove that you don’t owe or that it is paid.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
