Is this company legitimate? Says it's a government program to help people reduce that by reducing credit card interest rate to zero

I got a call from this number want to reduce interest rate on credit card. I think it is a scam.
I did give out some info.

So I got a call from this number 844-887-4701 has anyone heard of them because they seem to no exist anywhere.

Received text saying my Wells Fargo card has been frozen and I need to call the number. Funny, I don’t have any accounts or cards through Wells Fargo. Scam!!!
