They constantly call stating that they are contacting the supervisor and threaten law enforcement.  they threaten with legal action. I call the number left 844-874-8506 and only says, "Legal department" and can here others, like a telemarketer place in background.  Okay, sure i believe you now. The number first called from was 525-529-4254.

My dad just received a voicemail from this number from a Rick Helms stating they have an “order of location”  for me and that they will be sending someone to my dads address to “locate” me if someone doesn’t return their call and verify I live there. I looked up what an order of location is and I can’t find any such order that exists in the law.

Probably because there is none.  However it sounds really legalese and legit doesn't it?  Extortionists use words like that to scam people.  The scum that called you would never show up at a house as they would be afraid of getting arrested again.

Keeps calling. Have heard telemarketing sounding voices in background. They called the brother of an ex boyfriend looking for me, but have no idea where they got his number, as I've never used it or his name for  anything. Like others, they threaten to call my employer. Um, not working, so  good luck with that. If it was truly legal, the address is available through legal means.  They also call from 614-922-9034. Called that number back, and the ex's brother has as well, but it rings and no one ever answers. I'm as stumped as everyone else.

Telemarketers sell things.  These people, if you can classify them as people, are simply extortionists pretending to be debt collectors.

One of the tricks they use is to call your family, friends, neighbors and/or places of employment (past or present or both) to create panic and embarrassment so that their intended victim calls them and they can scare that person into paying their extortion money.  They often call people that have never even been associated with you because they get erroneous information off of the internet.

It is incumbent upon them under the law to prove that the debt exists and that you owe it, and (this is the important part) that they have the legal right to collect it.  You are not obligated under the law to prove that you don’t owe or that it is paid.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) postmarked within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

First, you should make a complaint at this Federal Agency, and while there you should also read up on how debt collection is supposed to work as well as what your rights in this matter are: https://www.consumerfinance.gov/

Also file a complaint with your State Attorney General's office.

    Most likely this group:

Using this "order of location"  or "location order" to try to scare money out of people.  This "Rick Helms" or "Doug Helms" also appears as a caller using other phone numbers.  And a CID of "Allied" or "Allied Litigations".

    Additional Complaint Information

According to BBB records, numerous consumer complaints allege Allied Litigation Group's debt collectors misrepresent themselves as, "special investigators" or "law enforcement officers", often threatening consumers with legal action if the alleged debt is not paid immediately. However, collectors will not offer consumers identifying information such as the company's location or state licensing/registration information.

Consumers should note that the Federal Fair Debt Collection Practices Act requires debt collectors to identify themselves, as well as name the original creditor. Debt collectors must also provide verification of the debt if a consumer issues a written request within 30 days of receiving initial notice. The Act also prohibits collectors from engaging in the false misrepresentation of a debt's character, amount, or legal status.

A BBB investigation found Allied Litigation Group was not actively registered with the Texas Secretary of State (SOS). BBB investigators found no record of Allied Litigation Group in the state's database showing that the company was registered to collect debts in the state of Texas. State law requires debt collectors engaging in debt collection activities within Texas be bonded and registered with the SOS. Before paying any debt, verify the company contacting you is licensed to collect debts in your state. Beware of callers refusing to provide you with their identifying information or those who threaten you with legal action or arrest.

The Bureau has attempted to contact the company at the following addresses and has received returned mail from each of the addresses listed below as of today:
    PO Box 832
    Houston TX 77001

Allied (or whatever it really is) was exposed in a TV news story back in 2013
    http://www.khou.com/story/news/2014/07/22/11858806/
    Summarizing:
Allied’s employees  identify themselves as special investigators, and warn consumers that they are a respondents in a non-existent court action and must appear. The caller threatens that you or your attorney will have 24 to 48 hours to respond.   They also say they are  criminal investigators, or court officers.  They often state that they  have warrants.
Complaints have been filed against Allied Litigation Group with attorneys general in Texas, Ohio, Florida, and with the Federal Trade Commission.
Better Business Bureau has labeled Allied Litigation Group a phony debt collector.  They are not registered or licensed anywhere to collect debts.
Consumers claim Pinnacle Payment Services processes payments for Allied Litigation Group, as well as other questioned debt collection companies, each with their own stack of similar consumer complaints from across the country.  Pinnacle Payment Services sold out to something called Credit Source Plus LLC. Credit Source Plus is located in Cleveland , Ohio.

Just because someone on the phone calling you says you owe a debt does not mean you actually owe it.

If a voice on the telephone claims you owe a debt:

    1.    Demand the person give you his or her name, company name, and address
    2.     Demand a debt validation letter by US mail.  E-mail no good.
    3.    Do not pay  the collection agent or anyone else a  dime until the debt is validated

Of course they won’t do this, no scammer ever will, so simply ignore them and block their calls.

If they are bothering you, report them:

http://www.consumer.ftc.gov/articles/0149-debt-collection (Threatening civil proceedings with no intent to follow through, or threatening criminal process in order to collect a civil debt is a  violation of the Federal Fair Debt Collection Practices Act.)  The same goes for endless telephone harassment

Note that the US Supreme Court in the Case of HENSON ET AL. v. SANTANDER CONSUMER USA INC., has recently ruled that the provisions of the Federal Fair Debt Collection Practices Act do not apply if the creditor owns the debt in question.  As a practical matter this probably won't effect the kinds of scam debt collectors who often show up on 800notes.  The scam collectors don't give you any information about themselves so it is impossible to know whether or not they in fact "own" the debt in question.  Most do not send debt validation letters and many often say they are collecting for someone else.  So, make the complaint anyway if they are bothering you.  Let the FTC sort it out.

Also contact your local attorney general

If they continue to bother you,  and you know you do not owe any money, tell them that you know this is  a debt scam and that you are making a complaint to the police for extortion.  Once you get a copy of the police report and they call you again , just read out the  file number and the name of the PD or Sheriff’s office involved.   Tell them you’ll be glad to send a copy to them at whatever address the jack***es are working out of now.

You'll probably have to yell at them and talk over them.  Tell 'em  no scammy debt collector is going to push you around.

You have to get tuff with these people because,  being akin to thugs, brute force is (metaphorically speaking).   the only thing they understand.

So yea everything your saying is in inline with what happened, I asked for documents to prove I owed the money , they said they could only provide documentation after I paid, saying that it was resolved out of court , and that they are not a collection agency just a "legal processing" company. It made no sense

I have received this exact message, uses my name and then says they are trying to locate Jose something.  I am glad I looked up the number.  The last message was from an unknown number and said it was quite urgent and left a case number.  Although now that I think about it, the first message said Clark County and the second said Carson.
