Recorded message looking for previous owner of my phone number. Obviously a collection call.

Robocall rec'd 3 times 3/21/18: "This message contains a personal notice for (no name identified). We are calling to make you aware that there has been a complaint filed on your name.  You have an opportunity to contact the filing party and handle this on your own to stop further action. They can be reached at 844.883.3852. Your case number is (no case number identified). Failure to respond will result in further action to a solution. Thank you and have a good day." Called back # and recording said "Thank you for calling Sandy". I was to select from several options.  This robocall seems to be a junk, telemarketing, or collections agency phishing.

Also received the above message- now two days in a row. This message contains a personal notice for (no name identified). Called back and spoke to a "Paul". He asked what number I received the call on, I gave him my number, and he said that number was given as a contact point for a name, not mine. Told him that was not me, he said my number would be removed.
