    They call stating they are trying to deliver something then state you owe money for a payday loan.
    They have my social and my date of birth.

    Sounds like the "we have a summons for you" SCAM & illegal scare tatctic.  Process server do NOT call first.

    I got the same call and it freaked me out. Where can I report it, except the do not call  cause they don't do anything

    Report it to the Federal Trade Commission.  I just did and it was super simple, they just need to know who you are, how you were contacted by the scammer and when.
