My Guess is Midland Credit, debt collectors from INDIA.
They but it for 7% of face Value and then attempt to get you to pay it off by giving you a 10% discount,
INDIA has no idea about Debt Collectors in the US, they offer 50% off and some even give you a bit to pay once you agree.
Keep in mind that by agreeing you are accepting the debt as your own.

Midland Credit isn't based in India. It might be a scammy operation to be avoided, but it's US based.

The Indians are also horning in, pretending to be legitimate debt collectors, trying to scam naive people.

One is bad. The other is worse. Take your pick.

If I had to guess I'd say it was from INDIA and called Midland Credit Management.  They are calling regularly to my house looking to retrieve money from credit card accounts that they purchase.  They buy the thing for 7 cent per dollar average and them offer you 10% off of the total. In other words they will pay $7.00 for an account that has $100 owed on it and then call the debtor and offer it to them for $90, a discount of 10% and say WOW!  I'd say, Up Yours!  They want to collect  $90 and make $83 profit.   No wonder they have so many phone lines.  Bending folks over like that they have plenty of money for phones, they should be cheaper in INDIA as well.

Repeatedly spamming wrong information under different screen names gets you absolutely no validation or credence.  Midland is located in the good old US of A.  They are well known on these pages and have been documented as such.
