Any time that I receive a call like this I tell these people that my computer is fine and I am not interested in what they have to offer.  I then hang up and shut-down my phone for at least an hour before turning it on again.  If they leave a message I simply delete it.  I believe if you ignore these people long enough they will stop or reduce calling.
