got three calls from this number today. No voicemail. I called back and a man who was very difficult to understand said they wanted to refund me money for computer services. After googling the number, it appears they are harassing a number of people

got the same call today, the company it said was microsoft. It's called twice within an hour

Is this a scam?

Yes.  It's the fake Microsoft repair scammers attempting to victimize people who may have previously fallen for their scam.  Suffice to say, if a company is going out of business, you do not receive a phone call saying they want to give you a refund.
