Can you please tell me why you have blocked this number. I have received a call that I should call this number. they are saying saying I have to appear in court next wednesday for a credit card debit from 1998 is this a fraud.

Legal notices are delivered by telephone.  They are sent certified mail or delivered in person by a court approved method which is detailed in the local Rules of Civil Procedure regarding service.  This is a debt collection extortion scam.  A simple call to your local courthouse to find out if your name is listed as defendant in any civil proceedings will prove that.

The called on a private number stating they are going to take possession of my car due to a past due bill.

I have the same experience with medical bills. This must be a scam!!

Called my sister and husband looking for me. I called back and they said it was for a debt I've never owned. When I pointed out it had to be a mistake they said it didn't matter what I said, because they knew the debt was mine and someone would be by tomorrow at 5pm to serve me paperwork. Also, that they would see me in court next week and I shouldn't have ignored their letters to settle (obviously haven't received anything).
Called the courthouse and there is nothing filed or pending against me. Surprise, surprise.
Called the 'law firm' back and told them that they were full of it, and that no one is to show up at my home tomorrow. Guy got really defensive, yelled at me, said he'd 'note my file' and hung up on me.
Said they were from A Dean and Associates. Lots for red flags w/ this caller.

Yup, this is 100% a scam.  In laments terms - it's actually criminal.  But it's nearly impossible for local law enforcement to do anything about it.  Cyber crime scams are ahead of our out of date laws for local jurisdiction of enforcement.   This lady continues to do this crap...  "Aubrey Campbell" is now using 866 and 877 toll free numbers in 2020.  The only thing to do, is call your attorney generals office to help people know the evolution of the scam.  In real life, If you ever get sued... You'll be able to look it up on your states casenet - or courts data base.    In most states, the statute of limitations on suing over credit card debt is usually around 5 - 10 years.  Hard to say exactly what the overall scam is...  But they no doubt "lie" about who and what they are... So no need to reply to them.
