A man named Frank Freeman from Freeman and Goldstein has been calling my mother's home number as well as my cell number threatening me stating that I have committed a fraud of a financial corporation and is stating that there will be a warrant out for my arrest.  I do not know whether to believe him or not.  He is very rude!  855-370-9516

Given that he is breaking the law by disclosing this to your mom, as well as threatening arrest when he surely has no basis or intention to try it, I would assume he is not to be believed.  If this is about a debt, then you will not be arrested.  Debt is a civil, not criminal matter.  Demand he mail you (not email) validation of whatever fraud/debt he is alleging.  Bet he won't do that because he is a scammer.

He is stating that it is from a Payday Loan from 5 years ago!  He called my mother's phone last week and again today. He has left a detailed threatening message on my mother's answering machine about me!! Said if I or my attorney didn't call him within24/48 hours he would file a petiton to have me summoned to court for fraud of a financial corporation.  He said it could be resolved if I paid $520 and wanted my bank account information!! This has my mother upset and worried that I will be sent to jail and she wants to pay it!! I am afraid he will call again and she will give him her information!! How do I stop this!!!

You might also consider going straight for the jugular:

    "18 USC § 875 - Interstate communications"

" . . . (d) Whoever, with intent to extort from any person, firm, association, or corporation, any money or other thing of value, transmits in interstate or foreign commerce any communication containing any threat to injure the property or reputation of the addressee or of another or the reputation of a deceased person or any threat to accuse the addressee or any other person of a crime, shall be fined under this title or imprisoned not more than two years, or both."

    From: http://www.law.cornell.edu/uscode/text/18/875

Although there's no cash in it directly for the person being called (whereas there may be under the FDCAP), it might still be worth reporting the call to the FBI.  The FBI actually solicits reports of a suspected crime at https://tips.fbi.gov/ and has the resources to take immediate action on these tips if warranted.  The FBI has a major focus on terrorism these days, but their other priority is suspected criminal activity.

The type of call described seems to fall under paragraph (d), and if so, might be worth up to two years behind bars in the federal penitentiary for the caller.  That might prevent the scammer from calling again -- at least for a while.
