This is a SCAM that has been sent out with several different phone numbers to call. This is a mass mailer with 885-651-9289 listed to call. If you want the FACTS go to this number - 855-615-9196. Here is a sample of what is listed there:

So my roommate decided to do this.  He got the card in the mail, called, and went to the presentation.  It's a company that gets people to buy things wholesale.  You pay 5k for a gold membership, 6k+ for platinum membership.  Then each year you pay an additional 300 for gold 400 for plat to remain member.  They convince you to join by saying that it's invitee only or through a member.  Basically, it's like this: if you wanted to get a new fridge, at sears it would be 1k, but they can get it for you cheaper, say, 400.  There is still no name for this company, they didn't give a name during the presentation. (Really, if you've gone so far as to google the number and read these posts on this site, you should be seeing flags all over by now.)  My roommate 'won' the travel voucher, which is the 3 day/2 night trip with air & hotel or 7 day Royal Caribbean cruise for 2, fine print "Customer responsible for activation fee, port charges, government fees, taxes, & upgrades.  2-4 weeks for delivery."  Void if not registered within 7 days.  The site on the flyer directs you to 'scratchgiftclaim.com' where you choose the trip or cruise, where you further register for it by - entering your personal information.  Privacy agreement: "I understand that I am receiving pricing that is publicly unavailable. I WILL NOT participate in any blogging or online discussion regarding ANY correspondence or interaction between ScratchGiftClaim, its sponsors (including their employees), or affiliates , unless solicited ONLY by ScratchGiftClaim&/or affiliates. I understand that I will be liable for any violations of the Privacy Agreement. * "Terms & Conditions Please Read Following & Select Whether You Agree or Decline. -18 Months to Complete Travel. -2 Month advanced notice -Two travelers 21 Years of age or older -Continental U.S. Only (No Hawaii or Alaska). -$100 Refundable Deposit applied to taxes and fees when utilized. -$75 per person Reservation Processing Fee. -Airport transportation, taxes, fees, fuel surcharges, and any other surcharges during peak seasons, conventions, and 7 days before/after a holiday will apply. -You must choose two travel dates from the nearest MAJOR airport to your home -There must be 45 days between each travel date. -You will be provided a phone number once you receive your travel planning package.
You have to agree to "I/We understand that the maximum gross value of the promotional offer is $1000.00" AND you agree to opt in to "informational emails in relation to this promotion."
The scratchgiftclaim.com site has an FAQ of 3 questions, first being "is it free" and their answer is "A: When individuals are invited to a presentation, they are offered the package upon completion.   We are working in conjunction with other promotional companies to offer a complimentary, not "free", package. ScratchGiftClaim can't legally write "free", because EVERY person flying MUST pay taxes and fees and registration. Essentially, it's as close to free of any offer possible."  "Q: How do we determine what  hotels are to be provided?A: Based on your selected itinerary you will be offered accommodations."
"Q: What about baggage fees? A: Some airlines do not charge them to their frequent fliers, others don’t charge them at all. In any case, if baggage fees apply they are your responsibility." Scratchgiftclaim is geolocated in Toronto Canada.
After submitting the registration, you get a confirmation email.  The Target gift card will be sent I assume in the '2-4 weeks for delivery' mentioned, and would be the 5-100 dollar prize, obviously most likely 5 dollars.  If I remember, I'll post an update. I don't know what happens next, but we won't be doing it.  I only wanted to find out more info to post here.  'Scratchgiftclaim.com' is copyrighted 2017, which means it was opened this year, so you've gotta assume they get a new website every six months and this thing just keeps going on.  I saw an infomercial few years back that was this club that saved you money and I wonder if it links into that.  Anyway, I couldn't find any of this info online when we first started, so I thought I'd pass this on.

Did you have to submit any fee(s)?  I don't like the "up front" money they're asking for...

If you cannot tell that this is a total and complete scam, then you would be better off flushing every penny down the toilet.  You will end up with the same result.
