This number calls and they just breathe in the phone. They dont answer

Who ever it was called, then hung up. I did not answer as I did not recognize the number.

It was a debt collector trying to get money from a previous bill

They called attempting to collect on a fake bill.  DO NOT TRUST!

I've received 2 calls from this number and both times, the caller hung up before identifying themselves.

After the second call, I called the number and reached a representative named Terrance. He claimed that he worked for a company named EOSCCA, which is a call center that represents several smaller companies. When I asked about the nature of the business, he said he could not disclose that information unless I gave him my name and address, which I refused to do. I informed him that I have only had this cell number for a few months. I further informed him that I found it strange that he would not tell me what the company does unless I disclosed my name and address, especially given that the company keeps harassing me. He then abruptly hung up on me.

They just keep calling and no one is there.

They've called me two times, both saying nothing. It's a bit creepy, should I be worried?

I had calls from this number over the last few weeks. I didn't answer until last week; when I answered, no one said anything. Today I get a call from the same number, I answered. This time, a woman (who claimed her name was Stephanie) said she was trying to reach my sister. This was confusing because she referred to my sister by name. She asked for a number to reach my sister, and of course I didn't give it to her. I gave the number to my sis; she has no idea who these people are, and why they'd call me, trying to reach her.

They called my little sister, trying to reach me. Claimed it was a "private personal matter", and the woman called herself Stephanie. But make no mistake, they're vultures. Harassing, dirt bag debt collectors. Avoid being poor at all costs.

They called me trying to reach my ex-husband. Asked for him by name, said they were from EOSCCA and wanted to talk to him about "a personal matter". After I told them, I had not heard from him in months, they hung up. I"m not sure how they got my number, but the information is outdated since my husband left in April, 2014 and they called 12/29/14. Weird..
